Christmas shopping road closures

Forgive me for asking but could we not use some of the money generated from parking fines in this town to finance a bit of road closing on the one evening a year we have late night shopping? The money is generated in Lewes so why not use it for a bit of Christmas cheer?

"Late Night Shopping, Lewes High Street Closure
Between 5.45pm and 9.15pm on Thursday 7 December, the High Street at Lewes will be closed due to Late Night Christmas Shopping event. During these times services will need to use the following diversions.
Service 28/29/29B/29X
Services will not be able to serve Lewes Prison, High Street and Waitrose. During these times services will need to divert via the A27 and Cuilfail Tunnel serving the stop opposite Land Rover Dealer. Service 29/29B/29X will turn using the roundabout to resume normal route at Malling Hill and Service 28 will resume normal route from Tesco’s.
Services will not be able to serve Lewes Bus Station, High Street and Lewes Prison. During these times Service 28 from Tesco’s will go direct to Cuilfail Tunnel and use the A27 to resume normal route from Kingston roundabout. Service 29/29B/29X will serve the stop opposite Land Rover Dealer and turn using the roundabout directly to Cuilfail Tunnel and again use the A27 to resume normal service from Kingston roundabout."
