If Britain wants to cancel Brexit (which is a lot more likely than rejoining), the penalties are light, pretty much looks like we'll lose the rebate (which we were losing in 2020 anyway, presumably that decision would only be made in 2019, so we're talking about a minor amount in the grand scheme of things)
3. The divorce settlement is to pay for the commitments we have already made, whether we stay in or leave we need to pay, whether we stay in or leave we will only pay once (again presumably this will be paid in 2019)
Personally I think it's madness, have the talks, get the deals and penalties in place, when we know what's on the table we should all get to vote again (properly this time with facts from each side).
