As The Greek says, the fireworks destined for use at the Bonfire Societies' firesites/displays, or in their Tableaux or fiery pieces etc, will definitely be stored in secure, suitably approved, likely security-manned, locations from delivery until they are needed to set up the displays at the firing sites etc.
All such stores form part of the Societies' event plans etc, and if the relevant authorities aren't happy, then the proposed store cannot be used unless and until it meets their safety requirements, fully stop. Don't forget that the Societies will (or at least should) be using suitably qualified/licensed pyro technicians to manage their displays, and those people will be well aware of the need to store their fireworks safely.
There will, of course, no doubt by a fair number of smaller "personal" stashes of fireworks across the town, held by spectators or for use at private events etc, which could well be stored in somewhat less than ideal locations such as teenagers' bedrooms, or garden sheds - but there is little that can be done about those unless sales of fireworks to unqualified/unlicensed individuals is banned...

You can't buy display fireworks unless you have the insurance and certificated stores. All society's have trained operators amongst their ranks, so the old day of storing stuff under your bed (remember them well) are over. Probably for the best.
