One of my work colleagues has lived in Brighton for six months and cannot get a Brighton parking permit - apparently Brighton operate a waiting list! In order to park their vehicle somewhere safe, this colleague regularly parks their vehicle in Lewes (Malling) and catches the train to/from Brighton!
Apart from the obvious comment, do you think NCP should operate a waiting list in Lewes, rather than selling oversubscribed spaces?

If not, then I feel that these same officers have a duty to ensure that more parking is provided (either by securing more land, making alterations to existing car parks, or by opposing the building of new developments on car parks - including developments with no car parking provision).
I'm also slightly miffed that Brighton residents feel fit to contribute to the car parking problems in Lewes.
